As of July 29, 2022, with the adoption of Decision No. 569 of the "Petkov" cabinet, "We continue the change

Kiril Petkov and Asen Vasilev presented their political project "We continue the change"" declared their clear position for a complete ban on the export of petroleum products produced from Russian crude oil from December 5, 2022.

This recalled “We continue the change

Kiril Petkov and Asen Vasilev presented their political project "We continue the change"" from the parliamentary rostrum today in connection with the vote on the first reading of the Control Bill for the implementation of the derogation for the purchase, import or transfer of crude oil transported by sea and of oil products with originating in Russia or exported from Russia.

The draft law voted in first reading today largely covers the main ideas of the draft decision submitted by "Continuing the change

Kiril Petkov and Asen Vasilev presented their political project "We continue the change" on November 7th, including the export ban, the supply traceability mechanism and the introduction of the derogation in the Bulgarian legislation.

After the draft decision of "We continue the change

Kiril Petkov and Asen Vassilev presented their political project "Continuing the change"" did not find support in the energy committee, in the name of Bulgaria's interests, the party supported the current bill, but will make proposals between the first and second reading.

They are related to the adoption of the 9th EU sanctions package against Russia, which explicitly states that Bulgaria has no right to export fuels produced from Russian crude oil either to member states or to third countries, with the exception of Ukraine.

"We continue the change

Kiril Petkov and Asen Vasilev presented their political project "We continue the change"" will also make amendments aimed at obliging all persons who carry out economic activities related to petroleum products to develop a strategic plan for adapting their business activities so that they do not use products originating in Russia after December 31, 2024. Then the complete ban on importing Russian oil comes into force.

In this way, it will be guaranteed that Bulgarian consumers will not experience fuel shortages or price increases after this date.

"We continue the change

Kiril Petkov and Asen Vassilev presented their political project "Continuing the change" expresses their dissatisfaction that the special working group with representatives of the National Revenue Agency, the Customs Agency and the Bulgarian Oil and Gas Association, created by the "Petkov" cabinet, to propose a mechanism and measures to control the ban, has not met since the appointment of the official cabinet.

The working group has not provided a report by the deadline of November 10, 2022 set by the decision. At the same time, the official cabinet and various experts have been debating for a long time whether the derogation agreed by the "Petkov" cabinet allows the export of processed Russian oil abroad.

Instead of working on the control of the import of Russian oil and its processing, as well as the guarantees of low prices for Bulgaria, the official cabinet protected the interests of Lukoil by canceling the export ban on December 2, allowing the export of all fuels until March 5, 2023 and after that date banned the export of diesel only.

This means that the cabinet has wasted 4 and a half months searching for the salvation of Lukoil, instead of working to introduce the derogation, while at the same time, with its actions, it has created the risk that the derogation will be revoked due to its non-implementation.

This risk continues due to the still valid decision of the "Donev" cabinet from December 2.

"We continue the change

Kiril Petkov and Asen Vassilev presented their political project "We continue the change"" believes that the official cabinet is not just inactive and relies solely on world markets to regulate prices for consumers, and even removed the measure of 25 cents/liter from next year, which proved to be a working anti-crisis measure, highly appreciated by many people.
