The meeting between the Russian dictator Vladimir Putin and the self-proclaimed president of Belarus, Oleksandr Lukashenko, will be part of efforts to create informational conditions for a new stage of the war against Ukraine.

This opinion was expressed by analysts of the American Institute for the Study of War (ISW).

Experts write that the commander of the United Forces of the Ukrainian Armed Forces, Serhii Naev, previously stated the possibility of negotiations on Belarus' entry into the war during Putin's visit to Minsk.

Nayev said that before his visit to Belarus, Putin held a meeting with the command of the Russian army, where he discussed further actions in the war.

"Taken together, Putin's meeting with the Russian command, Shoigu's alleged front-line visit and the meeting between Putin and Lukashenko indicate a new stage in the presentation, planning and conduct of the war and may foreshadow the resumption of offensive operations against Ukraine in the coming months," ISW suggests.

Experts also noted that the Russian army, even with the strengthening of the Armed Forces of Belarus, will not be able to carry out large-scale mechanized offensive actions in the coming months.

"The manpower that the Russian Federation is forming from mobilized reservists and the annual autumn draft cycle will not be sufficiently prepared to conduct fast and effective mechanized maneuvers. And the problem of maintaining the existing units equipped with tanks, artillery and other necessary equipment will not be solved in time, to equip large new forces for offensive operations this winter," the Institute for the Study of War emphasizes.

ISW added that Putin may order new large-scale operations, but Lukashenko is unlikely to involve his army in this.
