Two US lawmakers who head an independent government human rights organization have introduced a resolution calling on President Joe Biden to remove

Russia from

the UN Security Council.

The bipartisan Helsinki Commission, which in October called on U.S. Secretary of State Anthony Blinken to protest Russia's status as a permanent member of the Security Council, is asking Congress to recognize that Russia's war has violated the goals and principles of the U.N. and is asking the U.S. government to take steps to limit its rights at the U.N.

In the resolution of Congress, the text of which was provided to the publication by Democrat Steve Cohen and Republican Joe Wilson, it is said that Russia has committed gross violations of the UN Charter, which call into question its right to hold a seat on the Security Council.

These include, in particular, the illegal vote on the annexation of four Ukrainian regions, the commission of atrocities in Ukrainian cities such as Bucha, the rattling of nuclear weapons, and the creation of risks to the world's food supply.

Ukraine is also advocating that Russia be removed from the Security Council, although experts remain skeptical about the reality of such a possibility.

The UN Charter does not contain any provisions on the removal of a permanent member of the Security Council.

Russia's participation in the Security Council as a permanent member is spelled out in Article 23 of the Organization's Statute.

Thus, an amendment to the Statute would be required to exclude Russia from the Security Council.

However, according to the basic document, the consent of all permanent members of the Security Council is required to introduce amendments.

Russia has the right to impose a veto on such a proposal and, as practice proves, has already used this on several occasions.

After all, the publication writes, there is another option, supported by some lawyers.

It aims to challenge Russia's status as the successor to the Soviet Union's seat on the Security Council.

The NATO

Parliamentary Assembly 

 recognized Russia as a terrorist state and called for the creation of a special international tribunal to punish Russian war criminals. 

The decision was adopted unanimously - all 30 NATO countries supported the relevant document.

After that, the resolution will be sent to the governments and parliaments of all NATO member countries.

It is also noted that the document contains a number of important decisions for Ukraine - increasing the supply of weapons to Ukraine, developing specific steps regarding Ukraine's accession to NATO, creating a mechanism for collecting reparations from the Russian Federation for damages caused to Ukraine.

The resolution also enshrines the principle that NATO will support Ukraine "as much as necessary."

On October 13, 

the Parliamentary Assembly of the Council of Europe recognized Russia as a terrorist country

.

This is the first international organization to recognize the Russian Federation as a terrorist state.

The document was adopted unanimously, 99 members of the deputies present in the hall voted for it, 1 abstained.
