Elections in Ukraine during martial law are impossible, even after the end of the war, it will take time to prepare for their holding.
Oleksandr Kornienko, the first deputy chairman of the Verkhovna Rada of Ukraine, stated this in an interview with RBC-Ukraine.
According to Kornienko, after the end of the war, a "transitional period" will be needed to hold elections.
It can last 4-5 months.
It is aimed at streamlining the situation with voter lists.
"During martial law, you cannot hold elections. But we believe in the Armed Forces, in our Defense Forces, that they will liberate our territory as quickly as possible, and we will be able to move to another legal regulatory regime. And then the way to the elections will open ...
After the end of martial law, it will be very difficult to hold elections right away.
We need some small transition period. And it can be different for different territories," Kornienko explained.
According to Kornienko, there are a number of debatable issues that need to be discussed and at least research done.
In particular, he says that it is necessary to find out how Ukrainians who have gone abroad will vote.
"How to get several million people abroad to vote is really a question, because it is difficult to do it at consular stations. The CEC and specialized international organizations are already working on certain ideas. But
let's win - then there will be elections
," he said.
Also, according to Kornienko, there are some difficulties with the territories that were under occupation.
For example, when Ukraine completely frees Donetsk, Luhansk, Crimea, before the elections, says the first vice-speaker of the parliament, it will be necessary to find out and check which country's citizens are there.
Kornienko expressed the opinion that for local elections, we still need to work on the legislation in order to protect ourselves from collaborators, who are many there, but not all of them can fall under the influence of the SBU.
It will be recalled that earlier the leader of the Servant of the People party, Olena Shulyak, reported that the next elections to the Verkhovna Rada of Ukraine should be held on October 29, 2023, but
due to the full-scale invasion of the Russian Federation, it is now difficult to predict when the voting will take place.
According to her, there are already a number of problems and debatable issues in the conduct of future elections.
This concerns, in particular, the use of open lists and the gender quota of women, the voting of internally displaced persons and citizens residing abroad.
