Russia does not currently have the capabilities to conquer new territories in Ukraine, British intelligence believes, although Moscow claims that despite its failures, large areas in eastern and southern Ukraine will be under its control, DPA reported.

The Ministry of Defense in London said Russia was likely still aiming to extend its control over Donetsk, Luhansk, Zaporozhye and Kherson regions.

All four regions were illegally annexed by Moscow in late September.

However, the Kremlin currently neither politically nor militarily controls the entire territories of these areas, and Kiev has made significant progress in recapturing its territory in recent months. 

"Russia's strategy is unlikely to achieve its objectives any time soon: it is highly unlikely that the Russian military is currently capable of creating an effective strike force capable of capturing these areas," said a British intelligence briefing today.

"Russian ground forces are unlikely to make significant progress in the next few months," the briefing added.
