Putin told reporters in Kyrgyzstan, "The United States is the first country to work on the concept of Preemptive Strike. Along with this, it is developing the Disarming Strike System."

Putin said Moscow may need to think about adopting American ideas "to ensure its security".

He said, "We're thinking about it right now. If an adversary believes it should conduct a preemptive strike, but we don't, then it forces us to think about those threats."

Putin claimed that Russia's cruise missiles and hypersonic systems are "more modern and more efficient" than those of the United States.

On Wednesday, Putin warned that nuclear tensions were rising.

Although he stressed that Moscow would not be the first country to deploy nuclear weapons, he added, "If we are not the first to use them under any circumstances, we will not be the second to use them either. "
