[Reporter Qian Lizhong/Taipei Report] Managers such as Zeng Shiyuan, who is also the deputy general manager of Far EasTone Telecom and the director of Far EasTone's New Century Information Communications Company, were accused of using the "over-the-water transaction" model of fake transactions and real loans to transfer the new Century Information Technology has lent about 20 million yuan to several manufacturers, resulting in bad debts for the company. Yesterday, the Taipei District Prosecutor’s Office commanded the Taichung City Investigation Division of the Investigation Bureau and other units to search and interview Zeng Shiyuan and Qiu from the Business Division. The commissioner and 13 people ordered Zeng Shiyuan to pay bail of 200,000 yuan after the hearing in the early hours of this morning, and the rest of the defendants paid bail ranging from 30,000 to 150,000 yuan or asked to return.

According to reports from the inspection, in 2019, Zeng Shiyuan and commissioner surnamed Qiu from the Business Office of New Century Information and Communications, etc., were suspected of carrying out more than ten engineering-related recycling water transactions with several trading companies in the name of New Century Information and Communications. Cooperating with the manufacturer and not paying the money, New Century Information Technology incurred bad debt losses and indirectly caused losses to the parent company, Far EasTone Telecom Group.

During the inspection and investigation, the manager involved in the case signed a contract with the trading company, issued false invoices to carry out more than a dozen project transactions, but actually failed to execute the relevant projects. The parent company, Far EasTone Telecom, is a listed company, and the person involved involved in a lawsuit involving irregular transactions under the Securities and Exchange Law; the part involved in issuing false invoices involved violations of the Commercial Accounting Law and other crimes.

This case originated from a cooperative manufacturer of New Century Information Technology, which was investigated and prosecuted by the Taichung District Prosecutor’s Office because it was involved in another procurement-related fraud. Because most of the companies involved in the case are located in Beishi, the whole case was reported to the Beijing Municipal Police Department to direct the investigation, and the first wave of searches and interviews were launched yesterday.
