[Reporter Zhong Lihua/Taipei Report] After the establishment of the Taiwan New Car Safety Rating (TNCAP) program at the end of August this year, the first collision ceremony was held on October 28. Lin Shufen, a legislator of the Democratic Progressive Party, submitted a written question to the Executive Yuan and stated that the TNCAP budget is currently It is only compiled until 2023, and the future financial resources may not be self-sufficient according to the current plan. If it pays for its own profits and losses or is sponsored by car dealers, how will it maintain its credibility in the future?

We call on the government to continue to prepare budgets to keep our country's vehicle safety in sync with international standards.

Lin Shufen said that the TNCAP system should make the people of the country believe that it is based on the principles of fairness, justice, and openness, which means that the vehicles under test come from aftermarket purchases. In terms of the current car purchase procedures, TNCAP cooperates with the Consumers' Foundation, and the Consumers' Foundation Volunteers come forward to buy a car and sign a contract. At least 4 cars are required to perform a crash test report for a model. These 4 cars will be purchased by volunteers from the Consumers Foundation at different car sales booths, and they are not provided by car dealers as rumored in the market. "Self-directed and self-acted", the impact test of match-fixing.

Lin Shufen pointed out that as soon as TNCAP conducted the first vehicle crash test, it was reported that the government department required TNCAP to be self-sufficient in 2023, or that the car dealers provide the tested vehicles to reduce costs. This move may damage the credibility of TNCAP. Not only will it lose the right to provide sufficient and complete transparent information and protect the public's knowledge, but consumers will no longer pay attention to the results of crash tests, which will affect the upward momentum of the domestic car industry.

The Ministry of Communications stated that the TNCAP plan approved by the Executive Yuan is from 2018 to 2023 in the Republic of China, and it has just entered the initial stage of TNCAP operation. In order to make TNCAP sustainable operation, it is planning to report to the Executive Yuan for a five-year TNCAP period (2024 to 2028). At the same time, continue to discuss ways to reduce the government's financial burden, such as legislating to define the subjects to be assessed, vehicle operators to provide vehicles and components to be assessed free of charge, and to bear part of the test costs.
