The main author of the bill was the Trumpist and supporter of the QAnon conspiracy theory Marjorie Taylor Green, who even before the election promised to completely cut off aid to Ukraine.
After the vote failed, she said she would bring it up again in January, when Republicans hold a majority in the House of Representatives.
