[Reporter Xie Junlin/Taipei Report] A number of politicians have recently been involved in plagiarism, and their master's and doctoral degrees have been revoked by the university.

Minister of Education Pan Wenzhong said in the Legislative Yuan today (5th): "Of course I feel sorry, but academics are serious." He emphasized that if there are specific and named reports, the Ministry of Education asks universities to follow relevant laws and regulations.

When a legislator asked for a thorough investigation of the 173 papers directed by Chen Mingtong, a professor at the National Institute of Development Research, Pan said seriously: "Don't let Taiwan's academics enter the country's control just because there is a case."

KMT legislator Zeng Mingzong pointed out that there have been many plagiarism incidents of papers at the Institute of National Development and Development of National Taiwan University recently. He asked the minister's opinion?

Pan Wenzhong said that awarding a degree is an honor, but also a responsibility. As long as it is written down, it will be permanent. For writing a thesis, degree students should be most aware of their writing process; , If it violates academic ethics, there are also relevant regulations, and the relevant offices of all universities must follow this.

Regarding the recent incident of violating academic ethics, Pan Wenzhong said: "Of course I feel very sorry, but academics are serious." He said that because there are so many dissertations, it is impossible to investigate with very inexplicable or unspecific accusations. It is harmful to students and supervisors; therefore, if there is a specific and named report, the Ministry of Education will ask the universities to follow the current relevant regulations and homework points, and deal with it. This is the attitude of the Ministry of Education.

Zeng Mingzong said that the establishment of Taiwan's academic status and ethics has not been easy so far. After the academic ethics association of the school revoked the degree, the parties concerned will file a petition, re-appeal, and administrative litigation with the Ministry of Education. Neutrality, administration according to law, and professional affirmation, without any political considerations.

To this, Pan Wenzhong responded: "This principle should have been adhered to."

When the Kuomintang legislator Chen Yixin questioned, he questioned that the 173 papers directed by Chen Mingtong were not made public. How can they be reported if they are not made public?

How many unexploded bombs are there?

Where is the active role of the Ministry of Education?

The school or agency should be required to provide an explanation, review the crux of the problem, and propose an improvement plan.

Pan Wenzhong emphasized that there have been some individual cases recently, but the establishment of a long-term domestic academic system is also the efforts of many scholars and experts. A single supervisor should be given responsibility, but there are not a few cases that need to be thoroughly investigated ;Academics are serious and the core of university autonomy. National Taiwan University has dealt with these cases to a certain extent;

Chen Yixin choked: "I'll just ask National Taiwan University, are you afraid?" Pan Wenzhong responded seriously after hearing the words: "It's not that you dare, National Taiwan University has already dealt with it." Schools or departments, the Ministry of Education and the Association for the Advancement of Public-Private Universities, under the premise of university autonomy, should discuss re-improvement or processing mechanisms. This part will be discussed at the president's meeting in January next year.

Pan Wenzhong also said that the Ministry of Education's position is very clear and has not flinched, but he still wants to say: "Don't let Taiwan's academics come under the control of the country because of a case; there is no country that requires full implementation because of a case. We should be cautious about the development of the Ministry of Education and Taiwan’s universities.”
