"We have some concept of national security, has anyone developed it, looked at it, or is there such a system? We have services that provide functions, has anyone studied them? Our whole model, which has been developing for the last 20 years, is based on the subjective position in relation to head X, Y and Z," said the former head of the NSO Gen.

Rumen Milanov in the "Day ON AIR" studio.

According to him, nothing will be achieved by moving the NSO to the Ministry of Defense.

"I feel in this project, which is in 4 directions, some revanchism in relation to the president. It is true that there is no good that goes unpunished, this is another proof. The balance, whatever it is, currently exists. We cannot go against the Constitution. The NSO is one of the services in Bulgaria that, no matter how hard they try, they cannot extract information, unlike other systems that are rocked by scandals," commented national security expert Gen.

Rumen Ralchev on the air of Bulgaria ON AIR.

A former intelligence chief has commented on the idea of the services moving to the executive branch

He believes the desire is to take the last bastion of the president.

"As many new governments will come, as many new ideas will come - the problem will be the special services. Because if we rotate 4 governments in one year, it means that we will also rotate 4 heads of these services. Finally, it is about one piece of information. They still receive it now," added Ralchev.

And gen.

Milanov is adamant that as long as we move along this path, our security will not be effective: "We will continue to be one of the poorest in the EU. This approach has always led to this position."

Gen.

Ralchev emphasized that an analysis should be made as to whether our foreign intelligence is currently better than what it was 5 years ago.

"It lacks funding, the personnel will come from it, the information sources will also come. Because it's funny when you look at the intelligence website at what the annual budget is. How will we fight corruption when everything is in the hands of the Council of Ministers and of the ministers?” he asked.

Milanov added that corruption is greatest where there is the most money.

"Nothing new under the sun. This balance that currently exists must be preserved. This proposal will not benefit our national security. It is difficult for me to understand the real motives. There is not a single functional argument," he is categorical.
