Russian dictator Vladimir Putin is surprised by the failure of his armed forces in Ukraine and may temporarily temper his appetites for war aims.

This was stated by the Director of National Intelligence of the USA, Avril Haynes, at the annual National Defense Forum in California,

At the same time, the Russian dictator has not changed his strategic goals regarding Ukraine, which he will try to seize in the future.

She noted that now the leadership of the Russian Federation can reduce the short-term goals in Ukraine in order to return to the capture of the neighboring country later.

Haynes said that Russia is rapidly depleting its military reserves.

She said that Putin is already aware of the problems facing his military in Ukraine, but it is not known whether he has a complete picture of the state of his armed forces.

"We're seeing shortages of ammunition, morale, supply issues, logistics issues," Haynes said.

She said that Russia is resorting to shelling of Ukraine's energy system in order to undermine the will of Ukrainians to resist.

"I think that we do not see any evidence that the will of Ukrainians has been undermined. At the same time, the economy of Ukraine is suffering a lot," she said.

Haynes added that the Russian regime will retain power in the Russian Federation even if the war against Ukraine fails.

It will be recalled that earlier the head of the US Department of Defense, Lloyd Austin, stated that 

Russia is deliberately and brutally shelling Ukrainian civilian infrastructure

and the population.
