Dozens of Shumen citizens came out for another peaceful protest in memory of 22-year-old Svetomira Stancheva, who died in an accident in the city, at the scene of the road accident - around the roundabout on "Simeon Veliki" Blvd.

The protest took place after, by decree of a prosecutor from the Sofia City Prosecutor's Office, the measure of remand for Zhechko Kyurkchiev, who caused the accident in which the young woman died, was changed from "house arrest" to "cash bail" in the amount of BGN 25,000. 

"The hands of the prosecutor's office are tied, it fulfills its duties, but there are laws that have not been changed since the 1960s," Anatoli Nakev, the father of the dead girl, told journalists.

"This is the only measure that can be imposed on Zhechko Kyurkchiev at this time.

My wife and daughter and I have learned patience in these two months.

Patience gives us more strength than doubt.

I want everyone who is connected not only with ours, but also with all similar cases in the country to do their job professionally.

Everything else is speculation and people's distrust of institutions.

We believe in them and I hope that they will respond to our trust with a professional attitude," said Nakev.

He presented to journalists at a round table in Sofia on November 24 a Roadmap prepared by the Institute for Road Safety, which proposes a "new management model".

As BTA reported, the main pillars of it are structural changes in risk management, a new road traffic law, creation of an open road safety information system and others.

"This road map is for the development of road safety in Bulgaria until 2024, which will also be distributed through social networks, and I hope it will be accepted by the National Assembly.

The case has not yet gone to court.

Until it is submitted for consideration, I hope for some better results from the authorities for judicial reform," Nakev told BTA.

The Court of Appeal in Varna confirmed the decision of the District Court in Shumen, which placed the 18-year-old driver Zhechko Kyurkchiev under house arrest, who caused the accident that led to the death of the 22-year-old girl and the bodily injury of another woman.

By decree of a prosecutor from the Sofia City Prosecutor's Office, Zhechko Kyurkchiev's non-refoulement measure from "house arrest" was changed to "cash bail" in the amount of BGN 25,000. 

The Municipal Commission for Traffic Safety in Shumen, at a meeting on November 2, decided as the first measures to limit road accidents at the roundabout where a 22-year-old woman died, to install a light signal indicating the maximum speed for movement in the section, as well as to the possibilities of purchasing and installing a stationary speed camera are being explored.

The designer of the roundabout, engineer Pavlin Surilov, said at the meeting that it was built according to the regulatory requirements. 

The roundabout in Shumen, where the woman died, does not meet the standards.

"In the roundabout in question, the inner diameter is 10 meters, or six meters less than the legally required one," according to an expert opinion of the European Center for Transport Policies.

The investigation into the crash in the city that killed the young woman has been taken over by the national coroner's office.

In addition, the prosecutor's office has started an investigation into the case of the self-igniting car that Kyurkchiev was driving and that was left in the parking lot of the Ministry of the Interior.
