The Central Election Committee pointed out that according to Article 12 of the Constitution’s additional amendments, “Amendments to the Constitution must be proposed by one-fourth of the members of the Legislative Yuan, attended by three-quarters, and resolved by three-quarters of the members present. Article 174 of the Constitution shall not apply to the Constitutional Amendment, which shall be reviewed by electors in free regions of the Republic of China after half a year of promulgation.

In addition, the Central Election Committee pointed out that Article 31 of the "Referendum Law" stipulates: "If the referendum proposal is not passed, the competent authority shall announce the result of the referendum within 7 days after the completion of the voting, and notify the leader of the proposer."
