This was stated by the EU High Representative for Foreign Affairs and Security Policy Josep Borrell on Thursday during the 29th meeting of the Council of Ministers of the OSCE in Lodz, Poland, Ukrinform reports.

"Russia has returned the war to Europe. Now Russia is turning it into a purely punitive campaign, trying to inflict as much pain as possible on Ukraine and its citizens, using winter as a weapon of war. The Russian army is purposefully shelling the infrastructure on which the normal life of Ukrainian citizens depends," he said. .

Borrell also emphasized that, by starting its aggressive war against Ukraine, Russia neglected not only specific obligations within the framework of the OSCE, but also "violated the key principles on which European security is built and which are enshrined in the Helsinki Final Act and the Paris Charter and reinforced by the Charter UN".

"We must clearly speak about the most important element of our response: there cannot be any respect for OSCE values ​​as long as Russia, with the complicity of Belarus, continues its aggressive war against Ukraine," he said.

Borrell emphasized that the commitment of the European Union to the territorial integrity, security and freedom of Ukraine is unwavering.

"The EU and its member states are at the forefront of solidarity efforts with the Ukrainian people. We have already mobilized more than 19 billion euros in aid to Ukraine. An additional package of 18 billion euros has already been proposed for 2023. The military aid of the EU and its member states is estimated at over 8 billion euros," he said.

The high representative of the EU added that the European Union supports the newly created Support Program for Ukraine and undertook to provide 1.2 million euros for the OSCE's demining activities in Ukraine.
