A disciplinary committee is currently being convened at the Department of Energy to consider disciplinary action against department officials who had "closer access to the memo" and it was in their possession.

This was said by the Acting Minister of Energy, Rosen Hristov

Rosen Hristov is a Master of International Economic Relations from the University of California during today's meeting of the Interim Commission to establish all the facts and circumstances related to the signing and termination of the $1 billion Memorandum with Gemcorp Holdings Limited and IP3 Corporation by the government with Minister- chairman Kiril Petkov.

According to him, the memorandum was not submitted to the office of the Ministry of Energy.

"There are no appointed people for the termination of the memorandum," Hristov added.

"There is no way for me to know about the existence of a contract that is not even in the system. Even the lawyers of the ministry did not know that there was such a contract and learned about it from the news," said the acting minister.

When an inquiry is received, an inquiry is initiated.

Based on this, it was understood that the memorandum was not terminated in the beginning because the request for mutual consent was not signed and returned.

Accordingly, a request for unilateral termination of the memorandum has been sent.

Between the two actions there was no "movement" in the ministry because this contract was "hidden".

The reason for this will be established by the disciplinary commission, explained the minister. 

The memorandum with Gemcorp and IP3 Corporation is non-binding, former Energy Minister Alexander Nikolov said after the end of the hearing of Acting Energy Minister Rosen Hristov

Rosen Hristov has a master's degree in international economic relations from the University of California in the temporary commission.

According to Nikolov, no one in the Ministry of Energy can be unaware of the termination or the existence of official documents, given that the department's archive is kept very detailed and strictly statutory.

According to Nikolov, there is an outgoing number for this memorandum.

Former minister Nikolov believes that since the memorandum is non-committal, there is no point in terminating it.

However, after the corresponding decision of the Council of Ministers, the memorandum was officially terminated.

The fact that there is confirmation from all parties that there are no claims shows that the discussion on this topic is unnecessary, Nikolov believes.

Alexander Nikolov pointed out that no classified information was disclosed because there was no exchange of any information.

He added that there is no option for arbitration to protect Bulgaria regarding potential data sharing.

The clauses are related to confidentiality of information, he specified.
