This was announced by the deputy head of the Office of the President of Ukraine Kyrylo Tymoshenko.
All willing Ukrainians can come to "Points of Invincibility" during a long-term power or heat blackout.

Where to warm Ukrainians
In Ukraine, "Points of Invincibility" were deployed in connection with another missile attack by Russia and a massive blackout.
These points are open 24 hours a day and free of charge.
Heat, water, light, mobile communication, Internet, charging of mobile devices, places to rest, provisions for mothers and children, first-aid kits are available there.
In addition, the head of the National Police of Ukraine, Ihor Klymenko ,
said
that during a power outage, Ukrainians can ask for help from police officers on the street, and take shelter in police stations equipped with communication devices and generators.
