[Compiled by Chen Chengliang/Comprehensive Report] Russian President Putin's "little brother", the leader of the Chechen Autonomous Republic, Ramzan Kadyrov (Ramzan Kadyrov) was promoted from lieutenant general to general in October.

Medni Kadyrova was awarded the "heroic mother" medal by Putin on the 14th, rewarding her and Kadyrov for having 14 children. The award recognizes women who have more than 10 children.

Madeni is one of two people who have won the honor since Russia restored the Soviet-era title of "heroic mother" in August. The other has 10 children.

In addition to honorary titles, each of them also received a bonus of 100 rubles (approximately NT$510,000).

The "Hero Mother" medal was established for the first time in 1944 after the massive population loss during the Second World War. Its status is the same as that of the "Hero of Russia" (Hero of Russia) and "Hero of Labor" (Hero of Labor). status; after the collapse of the Soviet Union in 1991, the Order of the "Mother of Heroes" was no longer awarded.

Russia's population is shrinking at an unprecedented rate. From January to May 2022, Russia's population will shrink by an average of 86,000 people per month, setting a new record.

The Russian government, which has always supported the concept of "big family", and Putin restored the "Heroic Mother" medal in August, encouraging the birth of more than 10 children who receive proper health education.

Putin's bill stipulates that when the tenth child turns one year old, the mother will be awarded the Order of Heroic Mother and receive a one-time financial subsidy of 1 million rubles.

However, there are additional eligibility criteria that must be met. All 10 children must be alive unless the children die in military, public service, civic service or a terrorist attack; the children must receive health, education, physical, spiritual and moral development appropriate care, but the assessment process is yet to be specified.
