US President Joe Biden believes that Putin's introduction of "martial law" on the temporarily occupied territory of Ukraine is an act of desperation.

To me, this reflects the fact that this seems to be his only available tool, which is the brutal treatment of individual citizens of Ukraine, Ukrainian citizens, an attempt to intimidate them and force them to surrender. 

They are not going to do that," Biden emphasized. 

The State Department added that Russia wants in this way to establish control over territories where the occupiers are not perceived and treated with hostility. 

"The truth is that Russia is not needed in these regions, and the people of Ukraine reject Russia's illegal invasion and forceful seizure of what is Ukrainian territory," said US State Department Deputy Spokesman Vedant Patel.

The United States emphasized that Russia illegally annexed part of Ukraine, and therefore the occupiers have no jurisdiction over the partially captured territories of Luhansk, Donetsk, Zaporizhzhia, and Kherson regions. 

Putin declared "martial law" on the territory of Ukraine

On October 19, dictator Vladimir Putin announced the introduction of "martial law" in part of the occupied Zaporizhzhia, Kherson, Donetsk, and Luhansk regions. 

Mykhailo Podolyak, adviser to the head of the President's Office, believes that Putin's actions are the legalization of looting on the territory of Ukraine.

The Ukrainian Foreign Ministry called Putin's decree null and void.

They emphasized that the goal of the occupiers is to suppress Ukrainian resistance.
