President of Ukraine Volodymyr Zelenskyi commented on the introduction of martial law by the Russian dictator Putin in the partially captured parts of Luhansk, Donetsk, Kherson and Zaporizhzhia regions. 

He said this on October 19 during an address to Ukrainians. 

"For six months, Russia shunned even the word "war", punished its own people with criminal cases for it, and now it itself declares martial law in the occupied territory. The occupiers themselves brought the war to our land under their constant false bluster about alleged negotiations, and now they are signing some kind of decrees consolidating the war. Well, what can I say - it's just hysteria among "comrade Chekists". 

Putin declared "martial law" on the territory of Ukraine

On October 19, dictator Vladimir Putin announced the introduction of "martial law" in part of the occupied Zaporizhzhia, Kherson, Donetsk, and Luhansk regions.

Mykhailo Podolyak believes that Putin's actions are the legalization of looting on the territory of Ukraine.

Oleksiy Danilov, Secretary of the NSDC, believes that Putin wants to change the ethnic composition of the occupied territory of Ukraine, as he did with the Donbass and the annexed Crimea.

The Ukrainian Foreign Ministry called Putin's decree null and void.

They emphasized that the goal of the occupiers is to suppress Ukrainian resistance.

US President Joe Biden emphasized that Putin's introduction of "martial law" on the temporarily occupied territory of Ukraine is an act of desperation. 

The State Department emphasized that Russia plans to establish control over territories where the occupiers are not perceived and treated with hostility.
