Ugandan students who went to study in Taiwan became illegal workers. The Changhua District Prosecutor's Office concluded its investigation yesterday. A total of 10 officials from Zhongzhou University of Science and Technology, the agency company, the Miaoli County Government and the Immigration Bureau were prosecuted.

Sixteen Ugandan students traveled across the ocean to study at Zhongzhou University of Science and Technology in Taiwan, but they became black workers. The case was investigated by the Changhua District Prosecutor's Office for more than six months. Ten officials from the company, the Miaoli County Government and the Immigration Bureau were prosecuted in accordance with the Human Trafficking Prevention and Control Act, the Regulations on the Punishment of Corruption, and the Criminal Law for aggravated fraud to obtain money.

Miaoli does rough labor more than 200 hours per month

The ten accused are Chai Fangwu, the former dean of students in Zhongzhou, Lan Suling, the former director of the Promotion Center, Lin Nan, overseas Chinese from Wuguo and Taiwan, Li Nv and Zhong Nv, the foreign student affairs officers; Chen Nan, a human resources agency; Director Tu Ronghui and Liao Nan, who was in charge of the labor inspection business, wanted to bribe his friend Lin Nan.

In addition, the school found the escaped students through the official system through the deputy captain of the Central District Affairs Team of the Immigration Department, surnamed Liu, and became the defendant of the crime of leaking secrets.

The case was due to the difficulty of recruiting students at Zhongzhou University of Science and Technology, so he recruited young Ukrainian students to study in Taiwan through Taiwanese overseas Chinese Lin Nan. Originally, 139 Ukrainian students planned to come to Taiwan, but only 16 came due to visa issues, and the students owed money as soon as they arrived in Taiwan. The school's tuition and miscellaneous fees are more than 100,000 yuan. Chai Fangwu thinks that "the number of students is too small to be profitable," so he asks students to work underworld to pay off the debt.

All wages paid to school, students flee and complain to media

The prosecutor said that Lan Suling found Chen Nan from the “Golden Alliance Enterprise Club” to lead the international students to the “Wang Falcon Company” in Miaoli to do rough labor. After more than 200 hours, all wages were remitted to the school to repay the debt. At the end of last year, student Ke Muji ran away and complained to the media.

The prosecutor said that after the outbreak of the case, under the pressure of Tu Ronghui, the Miao County Youth Development Department did not take any administrative actions at all. Staff Liao of the department once went against his wishes and wanted to "raid the labor inspection", but he was scolded by Tu twice, and the Tu was used. In front of his colleagues, Hakka scolded "this bridge builder (Liao is a bridge builder in Miaoli) is a thorn, do you want to get rid of him".

In the end, Liao Nan was under pressure and did not penalize "Wang Falcon".

Tu Ronghui, who was in custody, was released on bail of 500,000 yuan yesterday and restricted from living and going overseas for eight months.
