The Russians are saving high-precision missiles, which are needed for massive shelling of Ukraine, and therefore all their statements are only intimidation of Ukrainians. 

Military expert Oleg Zhdanov told about it. 

"As of today, Russia cannot carry out a massive missile strike, their aircraft do not fly into our airspace. That is why they are raging and shelling civilian infrastructure with MLRS. They are shelling peaceful cities in order to sow chaos and panic among Ukrainians. Because strikes on infrastructure require precision missiles, and as I understand it, they have fewer and fewer of them. So it is unlikely that Russia will be able to carry out such a bombing to destroy our critical infrastructure. They can make some statement, say, attack airfields in Poland to stop the supply of weapons to Ukraine. But Poland is a member of NATO and the Alliance can respond. And if NATO enters the war, it can bombard the entire Russian Federation with Tomahawks in a few hours. And how will the Russian Federation fight back?" Zhdanov said.
