In terms of age, unlicensed driving is polarized, with one end being minors aged 12 to 17 years old, and the other being senior citizens over 65 years old.

Taking this year as an example, among the fatalities of unlicensed locomotive driving, the elderly group has a clear growth trend. The elderly over the age of 65 died in the first half of this year, accounting for 31% of this age group. Eleven people, accounting for 25%, increased significantly.

Amendment to increase fines up to 24,000 yuan

Lin Fushan, director of road affairs at the Ministry of Communications, said that an amendment to the "Road Traffic Management Penalty Regulations" has been submitted this year to increase penalties for driving without a license. The main focus of the law revision is to increase the fine. Small cars and motorcycles are currently fined between 6,000 and 12,000 yuan. After the law is revised, the upper limit will be raised to 24,000 yuan.
