According to a Reuters report, the ICAO Council has 36 seats, which are re-elected at a general meeting held every three years.

In the past three years, Russia has been listed as one of the "most important countries in air transport" among the 36 council members, along with the seven major industrialized countries (G7), China, Brazil and Australia.

However, since the Moscow authorities invaded Ukraine on February 24 this year, many voices have called for Russia to be expelled from the ICAO Council, or even kicked out of the organization, in response to Russia's wanton intrusion into other countries' airspace.

On the 1st of this month, ICAO voted on this matter, and Russia failed to obtain 86 votes of support from 193 member states and was determined to lose its seat on the council.

In this regard, the Russian representative refused to accept that he regretted the result and asked to vote again. "This is purely a political operation and has nothing to do with Russia's position in the field of civil aviation."

President of the General Assembly, South Africa's Civil Aviation Director Poppy Khoza said bluntly that the situation of clamoring to vote again after not accepting the results of the vote is "unprecedented"; the French representative also said dumbfounded, "When we vote in our country, even if we don't like the result, we There will be no call for another vote.”

Ukraine's ambassador to Canada, Yuliya Kovaliv, said that Russia's violations of Ukraine's sovereign airspace and bombing of airports have clearly violated the principles of global flight safety established by the 1944 Chicago Convention. Moscow must be responsible for this, and all ICAO members should also be condemned.
