Ukraine said at least 23 civilians were killed in the attack in the southern Zaporizhzhya region.

The regional governor of Zaporizhzhya, Oleksandr Starukh, said 28 people were also injured in the attack.

A pro-Russian pro-Russian parliament official accused Ukraine of the matter and denied that the Russian military was behind the attacks.

Vladimir Rogov blamed the Ukrainian military on social media, calling it a "terrorist act" and said, "This Kyiv government wants to show that these shells were fired by the Russian army. This is an act of disgusting provocation."

The governor of Zaporizhzhya said that Russian forces fired rockets at civilian vehicles trying to leave the area.

"People lined up to leave this temporarily occupied area, waiting for their relatives and help," he said on social media.

Governor Starukh has also posted a photo in which two rows of vehicles are standing and many people are lying dead next to them.

This incident has happened at a time when the Russian Parliament had claimed that today Russia will announce the merger of 4 parts of Ukraine with Russia.
