This can happen after the defeat of the Russian Federation on the battlefield and when the Russian political elite begins to "fall".

Then Ukraine will agree on extradition of collaborators, war criminals and payment of reparations. 

Mykhailo Podolyak, adviser to the head of the President's Office, said this on September 30 during the telethon.

"Putin will not leave the post of President of Russia. Because a person who realized that he made a certain bet and lost, what can he do? The question is not that Putin should leave. It is a question of transformation of the political elite. He has a certain circle of people, which are suffering from this imperialism, revanchism, expansionism and so on. That is, a certain core of the Russian political elite must leave. Because if only Putin is replaced, then everything can remain as it is now," explained Podolyak. 

The President's Office believes that the political elite of the Russian Federation will begin to "fall" after the defeat of the occupation army on the battlefield and when Ukraine regains Luhansk or Donetsk. 

"In order for the process of step-by-step transformation of the political system of the Russian Federation to begin and new people and new politicians to come after that, there must be significant tactical defeats on the battlefield. Ukraine must return Zaporizhia, Kherson, Donetsk and Luhansk regions. Because if Luhansk or Donetsk becomes Ukrainian , the entire political elite of the Russian Federation will fall. Then we will sit down at the negotiating table and draw up certain agreements regarding reparations, extradition of collaborators, extradition of war criminals and international tribunals. That is, certain steps must be taken to avoid revanchism," Mykhailo Podolyak said. 

It will be recalled that Russian dictator Vladimir Putin attempted to annex Ukrainian territories on September 30.

Putin, together with the leaders of the occupied Luhansk, Donetsk, Zaporizhzhya and Kherson regions, signed the "agreement" on the annexation of Ukrainian territories.

The Russian dictator also threatened Ukraine and called to "sit down at the negotiating table." 

In response, President Zelenskyi said that Ukraine is applying to join NATO.
