"The most important thing is a legal measure that does not allow drivers who refuse alcohol and drug tests to get away with it.

Such established drivers should have effective convictions.

If confiscations of their cars should also be undertaken.

These measures have been prepared as a legislative change together with the Ministry of Justice.

We expect the next National Assembly to rule on them," said Chief Commissioner Todorov.

He called for legal changes, non-licensing agreements, suspended sentences, fines and probation for drivers who use alcohol and drugs and cause serious accidents with fatalities.

There should be only effective sentences, stressed the Chief Secretary of the Ministry of Internal Affairs.

According to him, without harnessing the efforts of all responsible institutions, the "war on the roads" cannot be stopped.

There are 60-70 critical road sections in the country with poor infrastructure and constant accidents.

Urgent measures are also needed there, the chief secretary of the Ministry of Internal Affairs pointed out.

"We are increasing our presence as a matter of urgency, purchasing more technical means, but this fight is a complex of measures.

The Ministry of Internal Affairs and the police cannot deal with this insanity alone, the sense of impunity that has been instilled for years, the uncollectibility of fines," he added.

According to him, the continuous downsizing of the police force must also stop, as the shortage of personnel is serious.

"Since 2009, more than 14,000 personnel have been laid off - from 63,000 to 46,000 at the moment.

There are not enough policemen, both in small towns and in big cities.

It is madness to have two or three patrols in an area with a population of 100,000," said Todorov.
