The head of the OVA emphasizes that during the declared state of emergency, people were allowed to move around the city and risk their lives, while the organizers of the pseudo-referendum were allowed to work.

"The main thing is to vote and count, and how a person will get to the polling station and return home is not the second question. Of course, the voters were collected only for the TV picture, and the turnout was drawn based on the average indicators indicated above," Gaidai emphasized. 

As reported, the leaders of the puppet "LDNR" announced "referendums".

They appointed "war detection" for September 23-27.

During the address, Putin said that he 

supports the holding of pseudo-referendums

He said that the residents of Kherson, Zaporizhzhia, Donetsk and Luhansk regions allegedly themselves "expressed a desire to determine their own lives."
