Whether the vote of confidence will be brought in the special session of the Punjab Legislative Assembly or not, it is not yet clear.

Punjab Governor Banwarilal Purohit today approved the second special session of the Assembly after a heated argument with Chief Minister Bhagwant Mann over his "duties".

Aam Aadmi Party (AAP) MLA and Speaker of the Assembly Kultar Singh Sandhwan tweeted this morning, "The Governor has accepted our request "very graciously" and will convene the Punjab Assembly for the third session at 11 am on Tuesday. Meeting has been called.

It is not yet clear whether the trust vote will be brought during the session.

The AAP government has said that the issues of stubble burning and power sector will be discussed in the proposed session of September 27. 

Earlier, Governor Banwarilal Purohit had rejected the state government's plan to convene a special session of the Assembly on September 22 to move the confidence motion.

The government's aim was to win a trust vote in the session and prove majority amid the BJP's alleged attempts to conduct "Operation Lotus".

The party has alleged that the BJP has offered Rs 25 crore to several AAP MLAs and tried to persuade them to change the party.

The party has also claimed that it has audio-video evidence related to it, which has been handed over to the police.

There was a dispute between the Raj Bhavan and the Aam Aadmi Party after Governor Purohit asked about the agenda of the special assembly session proposed by the cabinet.

While seeking the assent of the Governor for an assembly session, a list of legislative business is generally given.

However, Chief Minister Bhagwant Mann tweeted that "in 75 years no President or Governor has asked for a list of legislative business before convening the session." " 

Governor Purohit hit back on Saturday and asked the Punjab Chief Minister to remember his duty.

He said that his legal advisor is not giving him enough information about this.

Purohit wrote in a letter to Bhagwant Mann, "After reading your statements in today's newspapers it seems to me that perhaps you are angry with me 'too much'."

He further said, "I feel that your legal advisers are not informing you adequately. Perhaps your opinion of me will definitely change after reading the provisions of Articles 167 and 168 of the Constitution, which I will refer to as your reference." I am quoting for.

Article 167 defines the duties of the Chief Minister towards the Governor, Article 168 is about the composition of the state legislature.

Reacting sharply to the Punjab Governor's decision, Delhi Chief Minister and AAP convener Arvind Kejriwal tweeted, "How can the Governor refuse a session called by the cabinet? Then democracy is over. Two days ago, Governor had given permission for the session. When Operation Lotus started failing and the number was not completed, a call came from above, asking to withdraw the permission."
