Russia today announced the replacement of its highest-ranking military officer in charge of logistics, at the start of a wide-ranging mobilization campaign and at a time when Ukraine's offensive showed organizational difficulties, AFP reported, quoted by BTA.

Army General Dmitry Bulgakov has been relieved of his post as deputy defense minister of the Russian Federation due to a transfer to another job, the military department said in a statement without giving details.

General Bulgakov was replaced by Colonel General Mikhail Mizintsev, who until now headed the National Defense Management Center of the Russian Federation.

Colonel General Mizintsev will now be responsible for the material and technical provision of the armed forces, the announcement also states.

Mizintsev, 60, held a number of senior positions in the General Staff during his long military career.

It is subject to Western sanctions for its role in the siege of the southeastern Ukrainian port city of Mariupol, which was captured in May by Russian forces at the cost of extensive destruction.

That shift was preceded by the mobilization of hundreds of thousands of Russians announced this week by Russian President Vladimir Putin to give fresh impetus to the offensive in Ukraine.

Mobilization is a major organizational challenge.

It requires reservists to be called up from all over a vast territory, equipped, transported to training centers and then to the front.

However, Russia's military intervention in Ukraine has revealed significant logistical difficulties.

Analysts point to these shortcomings as one of the reasons explaining the difficulties Russian troops faced at the start of the offensive.
