According to the expert, Russia is trying to change the legislation in the realities of war, such as changes to the Constitution, other amendments they make to laws.

However, this does not solve the problems that exist for the Russian occupying forces. 

"They cannot get the territory that is vacated by the Armed Forces of Ukraine. Well, they held a "referendum" on what they will do in the future. For example, 146% of Kherson and Zaporizhzhia regions supported joining the Russian Federation. And a month later, the Armed Forces of Ukraine vacate the right-bank part of Kherson Region and are starting the liberation of Zaporizhzhia region, they are liberating the left-bank part of Kherson region, what will Russia do, declare war on Ukraine, deploy troops? Well, really, what will they do, what can they threaten?" he said.

According to Kovalenko, all these "referendums" only increase the sanctions pressure on Russia.

And the Russian authorities today cannot rationally and logically consider the steps they must take in the near future.
