[Reporter Su Mengjuan / Taichung Report] The 918 earthquake caused the Gaolio Bridge in Hualien to rupture and collapse. Yang Mingde, a distinguished professor of the Department of Civil Engineering of National Chung Hsing University, led a team to build a 3D model of the disaster scene after obtaining aerial images of the drone from Hangjian Technology Co., Ltd. , and build a website to disclose model information to assist the government and private units in disaster exploration.

Yang Mingde pointed out that the Gaoliao Bridge is the main passage across the Xiuguluan River. The site survey is not easy and has high risks. The day after the bridge collapsed, Hangjian Technology took nearly 700 high-resolution aerial photos of the scene with drones. Yang Mingde AIPal Immediately, the team used image processing technology to create a 3D model of the collapsed bridge and an orthomosaic image to present data such as the type, location, and volume of the bridge's damage.

Yang Mingde pointed out that the 3D model mainly assists in providing the spatial distribution of the current status of the bridge, and can remotely assess the disaster situation on site from various perspectives, assisting the disaster investigation and on-site search and rescue personnel to evaluate appropriate disaster relief strategies, such as the current state of the bridge deck, the degree of bridge fractures and collapse, and the bridge columns. It is formulated with the feasibility of the current assessment of the bridge piers, the surrounding environment, auxiliary search and rescue assessment, and subsequent demolition and reconstruction operations.

Yang Mingde and his team have developed this technology for a long time. Since 2009, they have assisted in the investigation of the Morakot typhoon, the August 8 flood, the Shexi earth-rock flow dammed lake, and the investigation of many agricultural disasters. After the Hualien earthquake in 2018, they began to build a website to provide post-earthquake information. 3D models of the destruction site of many buildings to assist in disaster relief and disaster investigation.

This time, the team has further improved its technology and applied 3 servers with graphics accelerators for AI distributed computing to process nearly 6GB of aerial photos, and completed the 3D model construction within 1 hour, which is 10 times faster than the previous processing speed. Can be applied to large-scale disaster surveys.
