Legislator Chen Jiaohua, Hsinchu County Councilor Lian Yuting, and Taoyuan City Councilor candidate Lyu Yusheng today (21) asked the Taoyuan City Government to urge manufacturers to improve as soon as possible.

The Taoyuan Municipal Environmental Protection Bureau said it had ordered the industry to suspend work and set a deadline for improvement.

Lv Yusheng showed yesterday (20) aerial footage and pointed out that the gravel yard is about four stories high, not only higher than the barrier wall, but also not covered with canvas to prevent dust, which seriously affects the quality of life of the surrounding residents.

He questioned that the operating license issued by the Environmental Protection Agency is not binding on manufacturers, and the lack of law enforcement has become a breach of air pollution.

The Taoyuan Environmental Protection Bureau said the case had been reported 16 times since 2014, and eight since last November.

Regarding the high stacking height and insufficient coverage of the manufacturer, it is involved in violation of Articles 23 and 24 of the Air Pollution Law, and the improvement must be completed within 20 days.

The Taoyuan City Economic Development Bureau said that during the joint inspection by the city government in May this year, all the farmland and state-owned land occupied by manufacturers had been moved to Dingjian.

The Municipal Lands Bureau stated that the case had been fined in October last year, and the original appearance of the land had been restored within a time limit; in May this year, a joint inspection was conducted to confirm whether the land use was legal.

In this regard, the North District Branch of the National Bureau of State Administration responded that the crime of embezzlement had already issued a document requesting the local procuratorate for investigation in October last year.

In addition, for the part of the purchase of state-owned land, the purchase process has not yet been transferred, and the manufacturer applies for the purchase in accordance with the domestic law and the implementation rules.

Chen Jiaohua demanded that the part of the stolen land should be investigated first before subsequent purchases can be made.

Finally, Chen Jiaohua called on the Taoyuan City Government to actively enforce the law. It should be required that the stacking height of sand and gravel must be kept below 80% of the height of the existing barrier wall, and dust-proof nets should be installed to ensure that the prevention of granular pollutants should be done well, and do not let the wind blow.
