Minutes after Vladimir Putin announced a partial mobilization in Russia and threatened to use in defense of his country all the most advanced weapons, even nuclear ones, the Kremlin published the official decree on its website. 

Here is what he says:

1. Announcement of partial mobilization in the Russian Federation, starting from September 21, 2022.

2. Attracting Russian citizens to military service through mobilization in the armed forces of the Russian Federation.

Citizens of the Russian Federation called up for military service within the framework of mobilization have the status of servicemen performing military service in the armed forces of the Russian Federation under contract.

3. To establish that the level of pay for citizens of the Russian Federation called up for military service through mobilization in the armed forces of the Russian Federation corresponds to the level of pay for servicemen performing military service in the armed forces of the Russian Federation under contract.

4. Military service contracts concluded by servicemen shall remain in force until the end of the period of partial mobilization, except in cases where servicemen are dismissed from military service on the grounds specified in this decree.

  • During the period of partial mobilization, exemption from military service is possible due to age, health reasons and with a court sentence of imprisonment.

The Government of the Russian Federation must: provide financial means during the partial mobilization;

taking the necessary measures to meet the needs of the Armed Forces of the Russian Federation. 

5. The regional governors are assigned to ensure the call for mobilization in the amount and terms determined by the Ministry of Defense for each region.

6. Citizens working in enterprises of the military-industrial complex were granted the right to postpone the call for mobilization.

7. This decree enters into force from the date of its official publication.
