 "In a society where no one respects the law, at any level, including the highest, the whole society is gradually demoralized, and in particular that specific group of people, such as aggressive drivers and those who use alcohol and drugs.

The Penal Code, from the point of view of punishments and relative justice in view of the gravity of the offences, is good.

The penalties are high enough.

But, no criminal obeys the law because he is serious or not serious.

The degree of likelihood that the law will be enforced deters the perpetrators of such crimes.

As far as the Road Traffic Act is concerned, there are indeed gaps in the administrative-penal provisions regarding the severity of the penalty.

Penal decrees that do not enter into force and fines that are not paid cannot be allowed.

Gathering evidence is key, the prosecutor must go to the scene.

The investigator who inspects the scene of the accident does not finish the court proceedings.

He is on duty, visits it, describes what he finds there and then someone else leads the investigation", is the opinion of lawyer Ludmil Rangelov.

According to Todorov, unfortunately, it would take some really spectacular crash to test the road conditions.

"The big problem in Bulgaria with auto experts is that we have a very limited number of auto experts.

So far, I have not heard of a mayor being fined for the condition of the road and someone being held responsible.

We have an extremely inefficient administrative process.

50% of the fines are not paid," he said.

Lawyer Rangelov added that every serious road and transport accident implies an investigation of all the circumstances related to the road accident.

"The prosecutor's office does not have a legislative initiative, but it has opportunities to influence," he said.

Vladimir Todorov suggested that especially for drunk and drugged drivers, there should be a legal possibility to confiscate or temporarily impound the car.
