The United States Agency for Development Assistance has developed numerous plans against Cuba.

USAID and PAN legislators have conspired to articulate a profuse campaign against the presence of Cuban doctors in Mexico, according to an investigation by political analyst Katu Arkonada, shared on his Twitter account.
Arkonada points out that the coordinator of the PAN caucus in the Legislative Julen Rementeria is leading the anti-Cuban crusade, which has two lines of attack: a first that points out that their presence in Mexico is unnecessary and a second promoted from Miami, announcing that the doctors will be sent to conflict zones.
Rementeria has close ties to Cuban-born terrorist Orlando Gutiérrez Boronat, leader of the Democratic Directory organization, which incited violence in Cuba on July 11, 2021, and voice of the #SOSCuba campaign against the health system on the island.
The Mexican senator is also linked to the "Foundation for Human Rights in Cuba", a pioneer in articulating actions against Cuban medical brigades in Latin America.
For this, it uses financing from USAID (extended with new funds in October 2021 and September 2022).
Margarita Guerra, Director of Programs for the USAID office for Latin America and the Caribbean, is the main coordinator and financier of the campaign that seeks to boycott the presence of Cuban doctors in Mexico.
