The President of Serbia, Aleksandar Vučić, is under great pressure from the Russian Vladimir Putin, and the Serbs themselves in the north of Kosovo are being manipulated by criminal gangs supported by the Belgrade regime.

This is what security expert Agim Musliu points out for The Geopost, adding that the use of criminal gangs, led by Milan Radoiciqi and Zvonko Veselinovic from Vuciqi, is the same as what Slobodan Milosevic has done with Arkan.

Musliu adds in this interview that the north of our country continues to be used by Russia through hybrid war and that according to him, the possibility of destabilizing the region is possible.

He points out that the Kremlin-funded Russian media, especially Russia Today and Sputnik, are continuing to propagate the possibility of a war from Kosovo for the Serbs in the north of the country.

Also, Musliu commented on the last agreement on the documents, reached between Kosovo and Serbia, stressing that the USA should be the guarantor of this achievement.

The north of Kosovo has been a challenge not only for past governments, but also for the international factor.

How do you see the security situation in the north now?

Agim Musliu:

The north of Kosovo since the post-war is a problem in itself in the Republic of Kosovo due to the concentration of criminal gangs which are always at the service of the Serbian state security and the government there.

It has its genesis, of course, since 1999 when the Serbian forces withdrew, that channel was left for the Serbian army and the Serbian police to withdraw, one of the main channels was also the North of Mitrovica and a hidden part or a latent part of agents have stayed there and provided the ground for them to start operating in the North of Mitrovica as their base, in a much smaller number, but with the passage of time, their activity has also developed and their mobilization with the return of a part of the Serbian people to the North of Mitrovica.

What is characteristic of Kosovo and its security institutions is that the North of Kosovo is populated and we can say that life is controlled by these criminal gangs, which, as we said earlier, are in the service of the Serbian state security, the secret service civil and military, but its peak is the political power in Belgrade.

The Serbian people who live there, the ordinary people who live in the northern part of Kosovo, have the most problems, because they are blackmailed, they are afraid, they are beaten if they think differently, if they act differently from the current Serbian policy.

There were several groups that operated there.

First there were the members of the Serbian MUP who remained there and were mobilized later, the so-called bridge guards, etc.

who have been integrated into the security system of Kosovo, a part of them in the Kosovo Police, then some other groups have appeared, but they are always in the service of what is called the Serbian secret service and the Serbian state.

Of course, it is not accidental because as early as 1999, Russia placed a part of the contingents from Bosnia and Herzegovina at the Kosovo Airport, the Paratrooper Brigade, to negotiate later or to trade later with Kosovo.

What is known is that Kosovo and the Balkans are part of the hybrid war, Putin's special war that he is doing in the Balkans, and in this context we must always look at the north of Kosovo and the gangs that are led by ordinary criminals, already known and followed internationally by the US Treasury, such as Radojciqi, Veselinoviqi, etc.

When we mention these names, we mention the president of Serbia, Aleksandar Vucic, because they make money for him, for his party.

How do they make money, through businesses, tenders, etc., not only in Kosovo, but also in Serbia, many even in Serbia, they make money for Vucic's party to stay in power.

The second part of their work on the ground is to get as many votes as possible on the ground for Vucic and his party, especially in Kosovo.

How do they do this, with intimidation, with blackmail, with money, etc., and the other activity is that these are the most loyal workers of Aleksandar Vučić.

In what aspect do I say it, let's make a comparison, simply a comparison of the past and the present.

Milosevic had Arkan, who killed and committed all those terrible crimes in Croatia, in Bosnia and Herzegovina, in Serbia, in Kosovo for Slobodan Milosevic, he made money, did trade, but also made wars.

These are Vucic's Arcana, I mean this is what we can say is a kind of conclusion of the thought and action of these criminals in the north of Kosovo, who control a large part of public life in the north of Kosovo.

How is the north of Kosovo used by Russia?

Agim Musliu:

In the wake of the hybrid war that Russia has been waging for almost two decades all over the world, but with a special emphasis on the Balkans, because the Balkans are historically known as the country or territory where the flames of war can be ignited very quickly and destabilize Europe .

In this aspect, we should also see the activity of Putin and his hybrid war in the Balkans.

He often knows, through Serbia, through his own crutch which he has controlled, it is worth mentioning the fact that thousands of Russian secret service agents operate in Serbia.

Then, they have a 'humanitarian' center which has been operating in Nis for over a decade and a half.

It is the center of Russian espionage which serves for its operations in the Balkans and beyond.

Whereas, the Serbian state can be found to be controlled by Russia, through trade, through its influence in the security segment, let's also mention an affair, the 'Kleban' affair, which is known to have exploded in the Serbian media and gained ground when caught a security officer of the BIA, the Serbian state security, taking money from a Russian secret service official.

It means, the influence is so great that we can conclude that even Vucic himself is under the great influence of Putin.

Imagine how many years he has been in power, for 10 years, he has met with Putin 19 times, he will tell me approximately twice a year.

Which of the politicians in the world or which of Putin's collaborators can meet twice a year with him.

I think there are very few people in Russia, both in the army and in the Russian secret service, who can meet with Putin twice a year.

Aleksandar Vučić meets with him twice a year, then the military exercises, then the gas price relief, he does favors for the services he needs on the ground to destabilize the Balkans through Serbia, respectively through the north of Kosovo where these criminal gangs operate and are fully instrumentalized by the Serbian and Russian secret services, but the main goal is to prevent NATO from developing further,

It is worth mentioning the fact, we know what happened in Montenegro, there was an assassination attempt on Djukanovic then, we know what happened in Macedonia, we know what happened in other countries, in Bulgaria, for example, in Hungary, etc.

The possibility of destabilization always exists and the Russian secret service through hybrid warfare, through propaganda, dirty business, blackmail, etc., tries to use every situation to its advantage.

So, Putin mentions Kosovo every time to cover his own actions, such as for Crimea, as for Ukraine, etc., he takes different examples that do not hold up, but he uses them in public because of the cover of his own actions and in a kind of of his justification before the international public.

The Russian media, especially Russia Today and Sputnik, are disinforming about the start of a war from Kosovo for the Serbs.

How can this propaganda be described?

Agim Musliu:

There are many similar ones that Russia develops through Serbia.

To take Serbia as an example, it has filled about 20,000 articles in the world against Kosovo and similar fake news from 1999 until today.

You can imagine what the number is, 20 thousand different propaganda for every day.

Russia does it through various television platforms, one of them is mentioned that is controlled by Putin, various radios, such as RTV Sputnik, which has a subsidiary in Belgrade, which is so loud that it beats all the media in Serbia, but as a detachment of Sputnik we can also mention Kosovo Online in the North of Kosovo.

It's almost Sputnik by another name.

And through propaganda, through blackmail, through the distribution of lies, through various individuals, various businessmen, various politicians who are at their service and the effect is achieved very effectively if you have no instruments to protect yourself, that always in propaganda, let's clarify this, in propaganda or in fake news, 80 percent is true, but in 20 percent of the lie, what is classified as propaganda is inserted in the middle and the people or the masses take it as it is.

There are many examples, there are everyday examples.

If we see how all this works as propaganda, let's take as an example the recent case of this elderly lady who was beaten in the North of Mitrovica and who was robbed.

I think it is an act to be judged and those who did this should be brought to justice as soon as possible, but we have several versions of that event.

First, for example, the event is published, structured, planned by the Serbian and Russian secret services and implemented.

First, the media that are under their influence, under their control, such as Kosovo Online, are informed.

Then the Office for Kosovo, so-called, which is led by Petkovic, immediately influences and reacts.

Then, Vuçiqi himself reacts, who pushes this issue even further, then Zaharova from Moscow also reacts and international instruments such as the United Nations, OSCE, etc. are immediately alerted.

I mean, a ready-made problem, which you have seen many scenarios in the past, is cracked and it is claimed that it happened and the Albanian side is always looking for the culprit.

I took a banal example, which happened or did not happen must be proven, but we are seeing the big picture.

But also through communication platforms, Twitter, Facebook, etc., with fake names, with fake accounts, they spread fake news, that is, it is enough to survive a few hours and it can have some observers or some visitors on Facebook or on that site and can be deviably distributed of course.

Kosovo and Serbia reached an agreement about the documents, perhaps thanks to American diplomacy.

How do you evaluate active American diplomacy and can there be an agreement between Kosovo and Serbia without it?

Agim Musliu:

I think that after this new situation of the beginning of the war in Ukraine, which changed a lot or clarified a lot, I think that the European community and Europe as a whole does not have power, it has a kind of fear and it does not have enough power to outperform Russia in any measure, especially when it depends on its gas, whose plan if we look back we see that it was the Trojan Horse for Europe in the 90s to blackmail and condition it later that is seen today, but without the United States, I find it impossible to realize this project, which is called mutual recognition or a kind of peace in the Balkans, because only the United States of America has that power and influence, which are the guarantors of a signed agreement, whatever it is as a third party.

If the United States of America is not the guarantor of the agreement, of the signing of the agreements for their implementation, and in the end we are assuming that one day Serbia will recognize Kosovo, then from other European countries and the EU or the EU is a very important player. weaker and more influential in what we call politics and is heavily influenced by Russia.

Even as a conclusion, I can say that without the USA as a guarantor of peace and freedom, of the development of democracy in the Balkans, I think that very little can be achieved.
