The Ukrainian mayor of Energodar, Dmytro Orlov, who left the district, said it was a provocation and that Russian forces were behind it.
He accused Moscow of "nuclear blackmail" because Russian military units are stationed at the facility.
The international community fears that the fighting at the Zaporizhia NPP, which is the largest nuclear power plant in Europe, could trigger a nuclear disaster.
