The Collegium of the Ministry of Foreign Affairs approved the "Rules for accreditation of foreign media representatives in the Republic of Azerbaijan".
According to APA, the accreditation of foreign media representatives is regulated by the law "On Media", relevant interstate agreements and these Regulations.
According to the rules, the accreditation of foreign media representatives in the Republic of Azerbaijan is carried out by the Ministry of Foreign Affairs of Azerbaijan.
When special restrictions are placed on the professional activities of media representatives included in the Media Register by other states, the same restrictions may be imposed on media representatives of the state that applied those restrictions in the Republic of Azerbaijan.
The following documents are required for accreditation of foreign media representatives:
- a letter of application to the MFA of the head of the representative office of the foreign media entity represented by the foreign media representative or the person replacing him;
- application-questionnaire filled out by a foreign media representative;
- two 3x4 cm color photos;
- a copy of the foreign media representative's passport or other border crossing document (if the foreign media representative is a citizen of the Republic of Azerbaijan, his identity card);
- a copy of the service card (journalist card);
- autobiography.
The documents required for the accreditation of foreign media representatives can be submitted to the MFA by mail, diplomatic missions or consulates of the Republic of Azerbaijan, through the electronic service on the website of the MFA, or in person.
The application for accreditation of foreign media representatives is considered within 30 days, and if the result of the review is positive, the foreign media representatives are given an accreditation card.
The accreditation card entitles its holder to engage in journalistic or cameraman activities in the Republic of Azerbaijan during its validity period.
The Ministry of Foreign Affairs or diplomatic missions or consulates of the Republic of Azerbaijan informs the requesting party about the result of consideration of the application for accreditation of foreign media representatives.
Accreditation of foreign media representatives is for the period required for their professional activity, but not more than 1 year.
Accreditation is long-term and short-term.
Long-term accreditation is for 1 year, and short-term accreditation is for a specific visit period.
After the expiration of the accreditation period, foreign media representatives can apply to the Ministry of Foreign Affairs for the extension of the accreditation period or re-accreditation.
Accreditation of foreign media representatives is refused in the following cases:
- if the submitted documents do not comply with these Rules;
- when false or incorrect information is provided;
- when a foreign media representative enters the territory of the Republic of Azerbaijan without complying with the relevant requirements established by the legislation of the Republic of Azerbaijan, or when there is information about his previous entry;
- when the activity of a foreign media representative against the territorial integrity, independence, interests and sovereignty of the Republic of Azerbaijan is revealed.
Accredited foreign media representatives personally receive the accreditation card from the Ministry of Foreign Affairs.
The accreditation card cannot be transferred to another person.
When foreign media representatives lose their accreditation card, they must immediately inform the Press Service Department of the Ministry of Foreign Affairs.
The application for issuing a duplicate accreditation card is considered within 3 working days.
The following documents are required for issuing a duplicate accreditation card:
- foreign media representative's application that he has lost his accreditation card;
- two 3x4 cm color photographs.
When accredited foreign media representatives violate the accreditation rules, act against the territorial integrity, independence, interests and sovereignty of the Republic of Azerbaijan, including when they enter the territory of the Republic of Azerbaijan without complying with the relevant requirements established by the legislation of the Republic of Azerbaijan, or there is information about their previous entry. the MFA cancels the accreditation of foreign media representatives if distorted or untrue information is disseminated.
When the professional activity of foreign media representatives ends prematurely, when the validity period specified on the accreditation card expires or when the accreditation is canceled, the accreditation card is handed over to the Ministry of Foreign Affairs.
