"At this stage, it is impossible to conclude an agreement with Russia. Moscow will either withdraw or continue with its lies. It uses all its resources to keep the lands seized from Ukraine. This is unacceptable for us. That is why we must first inflict several major defeats on the occupiers, and then start negotiations," Podoliak also said.

"The Russian offensive has stalled. Because of this, the occupiers have started shelling peaceful targets. With these actions, Moscow is trying to terrorize and demoralize Ukrainian citizens, and its ultimate goal is to dictate its terms to us at the negotiations," added the high-ranking official in Kyiv.

Podoliak also pointed out that at this stage there is no dialogue between Russia and Ukraine on military and political issues.

"Our goal is to defeat Russia," he said and called on the West to help Ukraine.
