The administrative instruction that prohibits the wearing of headscarves in schools continues to be contested.

For this, a campaign and a request to the Ministry of Education have been started.

The latter do not have concrete answers to this issue.

Since 2014, there is an administrative instruction of the Ministry of Education, which prohibits the wearing of headscarves in schools.

Even though it is not currently fully implemented as an act, someone wants it to be changed as such, and that point does not exist at all.

The former advisor to Prime Minister Albin Kurit, lawyer Durim Berisha, has sent a request to the Ministry of Education for the cancellation of the contested article of the Administrative Instruction.

In addition to this request, Facebook has launched a photo campaign with the hashtag #dryshojeni_ua_per_shaminė.

Its organizer Liridon Kurti says that they have received great support.

According to him, if within 45 days the ministry does not handle the request, they will file a lawsuit against the latter.

"The Ministry of Education has 45 days to decide on our request, and if eventually the Ministry of Education rejects our request, we will follow other processes, and we will demand our democratic rights by other means, maybe even with court proceedings by filing a lawsuit against the Ministry of Education", added Kurti.

Lawyer Asdren Bytyqi also considers this administrative instruction to be in violation of human rights.

"Mr. Kurti has promised in the last two elections that he will remove this administrative instruction because it has been illegal for days, now I think it is time, we are in the second year of government and I consider that any delay is a continuation of the illegality of legal and psychological uncertainty towards those girls and their families", said Bytyqi.

But, this is not the first time that there is such an initiative that contests this administrative instruction.

Duda Balje, the head of the commission for human rights, says the same thing.

"We have never received a negative response either from the ministry or from the Minister of Education herself or from the government that deals with women's rights, but so far they have not done anything concrete.

There is no concrete action.

This was also the promise of the prime minister at the moment when he needs to make that promise", Balje emphasized.

On the other hand, the Ministry of Education does not give concrete answers on this topic.

"Article 3, paragraph 1.13 of Administrative Instruction No.

06/2014 prohibits the wearing of religious uniforms in schools, this is because our school is secular.

Alongside the secular state, the right to education cannot be denied to anyone, by anyone.

As the minister, we are handling this matter carefully and as soon as we have a new decision, we will notify you.

The Ministry of Education, Science, Technology and Innovation has the obligation to ensure that every child is in school.

The issue of allowing the wearing of headscarves in schools is one of the topics that brings a lot of debate in Kosovo.
