On August 3, 2015, the deputies of the Assembly of Kosovo voted in favor of changing the constitutional amendment that paved the way for the establishment of the Special Court.

There were 82 votes in favor, 5 against and one abstention, which opened the way for the Government to send two more draft laws regarding the Special

The opposition was the one that was the loudest in opposing the establishment of the Special Court, calling it unfair, selective and which will violate the country's sovereignty.

The government and the position called this vote unfair, but necessary to remove the suspicions of crimes committed by the Kosovo Liberation Army in the last war.

The Office of the Specialized Prosecutor (SPO) for war crimes in Kosovo last year brought indictments against the former president Hashim Thaçi, the former speaker of the Assembly, Kadri Veseli, the former speaker of the Assembly and the former spokesperson of the Kosovo Liberation Army. Jakup Krasniqi, the former superior of the Kosovo Liberation Army, Salih Mustafa, the former heads of the Organization of War Veterans of the Kosovo Liberation Army, Hysni Gucati and Nasim Haradinaj, as well as to the former member of the UÇK, Pjetër Shala.

The Specialized Chambers of Kosovo and the Office of the Specialized Prosecutor are part of the justice system of Kosovo, but are located in the Netherlands and have international staff.
