Since the number of participants admitted to the exam building is limited, the number of exam buildings, exam supervisors, supervisors, security officers, employees organizing the exam and representatives of the building, as well as transportation costs, ensuring the safety of materials, travel expenses, fulfilling preventive sanitary-normative requirements and other works have practically doubled the amount of funds spent on examinations.

Regarding the quality and safety of the exam, it is planned to continue some of these measures, especially the individual sitting of the exam participants.

This naturally affects the costs mentioned above.

In addition, after the tariffs were determined in 2017, new types of exams were started by the Ministry of Education and Culture.

For example, new types of exams such as additional language exams for applicants who want to continue their studies at the higher education level in a language different from the language they studied at the general education level, or take an exam in a foreign language that they have freely learned and know better than in the foreign language taught at the general education level as part of the entrance exam. arose.

Although these exams have been conducted by the Center for several years now, since their rates have not been determined, the exams mentioned so far have been held at the expense of saved resources.

Participation in this exam is not mandatory.

The price hike will affect a small number of graduates who have appeared for the exams in previous years and are reapplying this year.

In addition, according to the amendment made on May 7, 2021 to the Decree of the President of the Republic of Azerbaijan dated February 24, 2017, "On additional measures related to the regulation of the organization of student admission exams to higher and secondary educational institutions in the Republic of Azerbaijan", from being a graduate of the previous and current year and regardless of the number of times they have participated in the examinations (admission to the undergraduate level of higher educational institutions and secondary specialized educational institutions), children of persons with disabilities, family members of martyrs, who lost their parents and were deprived of parental care in connection with the protection of the territorial integrity, independence and constitutional structure of the Republic of Azerbaijan children, persons with the status of internally displaced persons, persons with I and II degrees of disability,including the participation of children under 18 years of age with limited health capabilities in the mentioned examinations is carried out at the expense of the state budget.

Those who passed the final (admission) exam last year can directly participate in the second stage without going to the first stage of the entrance exam to higher education institutions this year.

In admission to the residency, those who get "acceptable" from the knowledge assessment exam in basic subjects are admitted to the knowledge assessment exam in specialized subjects for 5 years.

It should be noted that the fee for the relevant exam has been reduced for conducting the master's level entrance exam in one stage instead of two, that is, if according to the previous tariff, bachelors paid 110 manats for two stages of the entrance exam, now the fee for this exam is 50 manats.

The new tariffs will enter into force after the Cabinet of Ministers approves the draft decision prepared by the State Examination Center, the Ministry of Finance and the Ministry of Economy regarding concessions to exam participants and other financing issues.

According to the draft decision, even after the entry into force of the new tariffs, the examinations for the citizens of the Republic of Azerbaijan, whose service fees are not financed from the state budget, will still be held at preferential rates, that is, at the old tariffs.

The resulting difference is expected to be met at the expense of the state budget.

Note: There is no change in the rates of entrance exams for the civil service.

According to the relevant decision of the Tariff Council signed today, the amount of payment for the participation in the interview of the certified persons was determined.

Thus, the amount of payment for participation in more than five interviews for a person with a "Civil Service Certificate" during each year of the validity period of that certificate was determined in the amount of 50 percent of the test examination rates according to the types of civil service duties.

That is, during the year, candidates participate in five interviews free of charge.
