Kadri Veseli's defense has submitted a request for leave to appeal the Decision on the Framework for the Handling of Confidential Information during Investigations and Contact between a Party or Participant and Witnesses of the Opposing Party or a Participant.

In the published letter, it is stated that the defense has proposed three issues for certification.

"First issue: Whether the pre-trial judge erred in his assessment of the legal basis for the approval of the proposed ZPS Framework.

According to the defense, the issues significantly affect the outcome or the fair and speedy conduct of the proceedings and an immediate decision by the Court of Appeal Panel will materially advance the proceedings.

Otherwise, on April 29, the Office of the Specialized Prosecutor submitted an amended indictment against Hashim Thaçi, Kadri Veseli, Rexhep Selim and Jakup Krasniqi.

The prosecution is claiming that the four accused have also committed war crimes in Gjilan, Budakovo and Semetishte.

In the published annex regarding the crimes that allegedly took place in Semetishte and Budakovo, the prosecution has listed war crimes such as illegal or arbitrary arrest and detention, cruel or inhumane treatment, torture, murder.

Meanwhile, as crimes against humanity, it has listed imprisonment, other inhuman acts, torture, murder, forced disappearance of persons and persecution.

However, for the crimes he claims took place in Gjilan, he has listed illegal or arbitrary arrest and detention, cruel or inhumane treatment, torture and murder as war crimes.

On November 9, 2020, in their first appearances, Jakup Krasniqi and Hashim Thaçi pleaded not guilty to the charges against them.

The indictment against Hashim Thaçi, Kadri Veseli, Rexhep Selimi and Jakup Krasniqi was confirmed on October 26, 2020.

According to the indictment, at least between March 1998 and September 1999, Hashim Thaçi, Kadri Veseli, Rexhep Selimi, Jakup Krasniqi and other members of the joint criminal enterprise had the common goal of securing and exercising control over all of Kosovo through methods that included the intimidation, ill-treatment, use of violence and illegal elimination of those considered opponents.

"These opponents included persons who were, or were considered to have been: (a) collaborators or connected with forces, officials or state institutions of the FRY, or who (b) otherwise did not support the goals or methods of the KLA and later of the KPK, including persons associated with the LDK and Serbs, Roma and persons of other nationalities (collectively, 'opponents').

This common purpose included the crimes of persecution, imprisonment, arbitrary or illegal arrest and detention, other inhumane acts, cruel treatment, torture, killing and enforced disappearance of persons," the indictment states.

Furthermore, Azem Syla, Lahi Brahimaj, Fatmir Limaj, Sylejman Selimi, Rrustem Mustafa, Shukri Buja, Latif Gashi and Sabit Geci are also mentioned in the indictment.

According to the indictment, the accused together with other KLA leaders contributed to the achievement of the common goal.

"Alternatively, some or all of these individuals were not members of the joint criminal enterprise, but were used by members of the joint criminal enterprise to commit crimes in furtherance of the common purpose (together with members of the NKP, jointly "members and instruments of the NKP", says the indictment.
