Russian President Vladimir Putin may use a nuclear threat to deter a counteroffensive by Ukrainian armed forces against the temporarily occupied Kherson, Zaporozhye, Donetsk and Luhansk regions.

"Putin may believe that the threat or use of nuclear weapons will restore Russia's deterrence.

In such a case, the period in which Ukraine and its Western partners can launch a counteroffensive before the Kremlin annexes the occupied territory is significantly shortened," the analysts warn.
