An Interstate Council at the level of heads of state will be established between Azerbaijan and Kyrgyzstan.

APA reports that this is reflected in the draft law "On approval of the Memorandum on the establishment of the Interstate Council of the Republic of Azerbaijan and the Kyrgyz Republic."

The Parliament will also approve the "Regulations on the Interstate Council of the Republic of Azerbaijan and the Kyrgyz Republic" attached to the Memorandum.

According to the regulations, the Interstate Council will be headed by the Heads of State.

The council consists of heads of government.

Members of the Governments of the Republic of Azerbaijan and the Kyrgyz Republic, as well as invited persons (by agreement) may participate in the meetings of the Council.

The Interstate Council may, if necessary, establish Working Groups on a permanent or temporary basis.

The chairman of the Interstate Council shall be the head of state on whose territory the next meeting is held, unless the heads of state decide otherwise.

The Council meets at least once a year on a rotating basis in the territory of each of the parties.

On the instructions of the heads of state,

Meetings of the Council may also be chaired by the Prime Ministers of the parties.

Extraordinary meetings of the Council may be convened at the initiative of each of the parties to resolve urgent issues.

The Council performs the following functions:

- considers the most important fundamental issues of the development of relations between Azerbaijan and the Kyrgyz Republic;

- Defines the development strategy, main directions and perspectives of the relations and makes decisions aimed at the implementation of the agreements reached.

The coordination of the Council's activities is entrusted to the foreign ministries of the parties.
