The World Bank and the International Finance Corporation (IFC) in a recent study on the untapped potential of the Albanian economy, pointed out that public-private partnership (PPP) agreements have often not been the right choice to solve Albania's infrastructure problems.

"While the government has sought to mobilize private capital through PPPs, the overuse of PPPs, in a context of limited transparency and poor oversight has resulted in the accumulation of significant contingent liabilities," the World Bank reported.

According to the World Bank, most existing PPP contracts have been awarded through unsolicited proposals and lack of competition, barring foreign investors from participating.

75 percent of PPP contracts signed in 2012-2018 were awarded with unsolicited proposals.

The Bank indicates that existing PPPs are not systematically monitored and information on their performance is very scarce.
