"Today is not a good day, because we had to start the opening process with two countries, but it can not, because one country has blocked the whole enlargement process."

This was stated today in Brussels by the EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, before the start of the EU Summit for the Western Balkans.

He expressed dissatisfaction with the lack of progress in Bulgaria regarding the opening of negotiations with Northern Macedonia and Albania, adding that "this shows that the principle of consensus is not a good solution for EU decision-making".

"This case proves once again that consensus is a problem during decision-making.

"We can not continue like this, because one country blocks the whole process," said Borrell.

He said the EU should do everything possible to include the Western Balkans, adding that this could be done at the invitation of countries in the region to attend meetings of EU foreign ministers and other meetings.

"We must continue to prevent the European flame from being extinguished in the Western Balkans," Borrell said.
