The State Financial Inspection Agency (PFIA) will expand the scope of the already started inspection for the financial condition of Stolichen Avtotransport EAD.

In addition to the gas supply contract, the inspection will also cover the pricing of transport documents, the company's financial statements and the award and implementation of public procurement.

The aim is to establish the real state of the company, cash flows and the way the funds are spent, the press center of the Ministry of Finance announced.

The inspection is in connection with a request from the Sofia Municipality to increase the company's subsidy from the state budget, without being accompanied by an assessment and analysis of the municipality's pricing policy regarding transport documents and without reviewing and amending the rules. which are awarded and compensated for public passenger transport.

Even if some of the costs increase as a result of the influence of factors that are external and independent of the activities of Sofia Municipality and municipal transport operators - fuel and electricity prices, increase the minimum wage, another part of the presented costs are significant growth compared to 2019 and could be optimized.

Such are, for example, "other costs" - with a growth of 55%, security and others that need to be assessed.

The proposal to increase the funds for subsidies for Sofia Municipality exceeds many times the funds provided for the rest of the country for both intercity and long-distance passenger transport.

We should emphasize that all transport operators on the territory of the country provide the public service under the same conditions as the capital transport, and for the same no additional funds are provided.

In this regard, equality between all municipalities should be sought.

We remind you that the budget update provides an additional BGN 20 million subsidy to compensate for the reduced revenues from the application of travel prices, provided in the regulations for certain categories of passengers, for travel by intercity transport and intercity road transport.

The policy of the Ministry of Finance is aimed at strengthening control and eliminating illegal and inefficient spending of public resources, which in the situation with public transport in Sofia - requires appropriate inspections of contracts and public procurement and cost analysis.
