The French proposal is a step forward, but according to the Bulgarian leadership, it still has its shortcomings.

Bulgarian President Rumen Radev, in his comment on the document that should ensure the lifting of the veto on Macedonia, had some criticism of Prime Minister Kiril Petkov.

"You are the prime minister of Bulgaria, not a French courier," he told Radev Petkov, as he did not take a stand on the proposal, but passed the decision to the People's Assembly.

The Bulgarian head of state thinks that there are a number of issues that are not clear in the French proposal and on which he is against lifting the veto.

"The inscription of Bulgarians in the Constitution is not enough, there are no clear mechanisms for eradicating de-Bulgarianization, theft and falsification of Bulgarian history, restoration of monuments, preservation of Bulgarian cultural and historical heritage, compensation for victims and discrimination," said the Bulgarian. Radev.

And in the days before the European Council, Bulgaria, which is in the midst of a political crisis, has not decided with what attitude it will travel to Brussels.

Although the Constitution allows for an independent decision, Prime Minister Petkov is adamant that "it will be taken by the people's representatives."

"When the Constitution is changed and the Bulgarians enter, the negotiations will start automatically.

"Let the Commission speak, let the Ministry of Foreign Affairs explain the details, then let the deputies vote and I will fulfill this", said Petkov.

Whether the French proposal is acceptable or not is not even known from official Skopje.

The Minister of Foreign Affairs, Bujar Osmani, considers that it is right to first wait for the EU member states and their opinion on the draft text, before declaring themselves as Government.

"We are analyzing every word and we will not rush," said Osmani, taking into account Macedonia's interests.

The French proposal to unblock Macedonia envisions lifting the veto on June 23, when the EU General Affairs Council will approve the Negotiating Framework for Macedonia and an intergovernmental political conference will be scheduled on the same day.

The start of negotiations is foreseen after the amendment of the Constitution by Macedonia, while for the Macedonian language, it will appear in the Negotiating Framework without additional explanations.

The French formula stipulates that Bulgaria and Macedonia submit one-sided statements on the Macedonian language, which will be attached only to the minutes of the first intergovernmental conference.

The negotiating framework states that Macedonia will adopt an action plan dedicated to the protection of the rights of minorities and communities, and the tangible results of the implementation of the Good Neighborhood Agreement are binding.
